No, predrilling is not required when installing TOPLoc with TimberTech Advanced PVC decking.
TOPLoc is not recommended for steel framing. You can use TOPLoc for Advanced PVC fasteners with aluminum as long as you predrill into the aluminum framing member before securing the board.
